I created a new mod which allows you to Investigate griefing even without a snitch block
you can create an eye of the ender and use it to detect who placed, removed, or interacted with blocks that you click on.

FYI the splash potions didnt work out
the events didnt have enough useful info, they were ugly, it was hard to narrow down exactly what you intended to hit, sometimes they didnt land where you wanted at all
