stole a ton of bookshelves, an anvil, broke into some chests, busted our glass ceiling
stole a snitch, stole several bumpers, stole an enchanting table
tried to break a ton of other things too..

You mention that he broke a snitch. So are these allegations based on logs from another snitch? If so, it can't hurt to post a shot for the record. If there are no logs, what are the allegations based on?
I already gave Zep a warning pearl several days ago. He and I had an extensive conversation about the conduct that is expected from him. He knows he is subject to further penalties for repeat offenses. I like that you're offering a chance at restitution, though.
