The planet was not long term stable thanks to an orbital and solar instability which causes it to semi regularly become completely irradiated, killing all but a few resilient trees and evaporating most of its water for weeks at a time. A long term colony accessible by interstellar shuttles has been deemed unsustainable and not cost effective.
